Maintain and improve the Town’s infrastructure and public spaces, including roads, drainage systems, and public facilities, while ensuring compliance with environmental regulations and/or Best Management Practices. They also handle the solid waste contract and fleet, while helping plan and design maintenance programs to maintain and improve the town’s infrastructure and public spaces, ensuring a clean, safe, and functional environment.

ENVIRONMENTAL SERVICES

SOLID WASTE 

 Collect and dispose of waste materials from homes and businesses throughout Town. Ensure proper waste handling to prevent pollution, maintain public health, and promote recycling and resource recovery.

    • Missed Collection Rate (number of missed pickups per 1,000 households)
    • % calls resolved with 24 hours

 

EQUESTRIAN TRAILS 


Construct, maintain and upgrade safe trails for horseback riding, ensuring environmental sustainability through erosion control and wildlife protection, and promoting public safety through proper signage and emergency preparedness. Foster community engagement by working with local equestrian groups, promoting responsible trail use, and organizing events.

  • Connect and maintain existing trails, including signs and facilities such as posts and trailheads.
  • Seek grant funding to enhance, expand and connect trail systems
  • Improve trail safety with updated signage, maps and emergency access.
  • Increase community involvement by launching an educational outreach program

  • Miles of Equestrian Trails Maintained per year.
  • Increase in equestrian trails miles per year
  • Number of Safety Incidents reported on trails annually.
  • Maintenance Completion Rate (percentage of scheduled maintenance tasks completed on time).

 

OPERATIONS & MAINTENANCE 

Operation and maintenance of infrastructure including roads, drainage, facilities, and trails. Deliver cost effective solutions and products through value engineering, efficient resource management, and quality workmanship to the benefit of the Town.

    • Percentage of Work Orders Completed within the designated time frame.
    • Average Response Time to urgent maintenance requests.
    • Maintenance Backlog (number of outstanding maintenance tasks).
    • Cost of Maintenance per Square Foot for facilities or per mile for roadways.

  

ROADSIDE/CANAL REFUSE PATROL 

Monitor and remove litter, debris, and illegal dumping along roads and canals to keep public areas clean, prevent pollution, and ensure unobstructed water flow. Address and prevent hazardous waste or large debris piles/dumping that could cause flooding or damage.

    • Launch a campaign to reduce illegal dumping and promote proper waste disposal.
    • Implement trail camera program in most frequently abused areas

    • Number of Roadside Cleanups completed per month.
    • Volume of Refuse Collected from roadside/canal cleanups (tons/tires picked up/etc).

    • Preventive Maintenance Completion Rate, ensuring that scheduled maintenance tasks are completed on time.

  

BUILDING MAINTENANCE/CUSTODIAL SERVICES 

Maintain buildings, maximizing operational efficiency while minimizing environmental impact as well as cost. 

  • Goals:
    • Preventative maintenance on facilities.
  • Measures:
    • Cost of Building Maintenance per Square Foot.
    • Cost of Custodial Services per Square Foot as a measure of efficiency.
    • Frequency of Cleaning Schedule Compliance (percentage of cleaning tasks completed on time).
